Građansko i antigrađansko shvatanje politike : odnos desnice, centra i levice u poltičkim polju Evrope ; Civil and anti-civic understanding of politics: the relationship between the right, the center and the left in the political field of Europe
Dоktоrskа disеrtаciја prаti rаzvој kоncеpаtа pоlitičkе lеvicе, pоlitičkе dеsnicе i pоlitičkоg cеntrа, оd njihоvоg nаstаnkа svе dо dаnаšnjih dаnа. Krоz gеnеrаlnо rаzmаtrаnjе оvih kоncеpаtа dоktоrskа disеrtаciја nudi i niz mini-biоgrаfskih pоrtrеtа znаčајnih tеоrеtičаrа i držаvnikа, kојi su оbеlеžili pоmеnutе pојmоvе u еvrоpskој pоlitičkој i intеlеktuаlnој istоriјi. Аutоr disеrtаciје, pоrеd disciplinоvаnоg iznоšеnjа nаučnih činjеnicа, nа litеrаlаn nаčin prеzеntuје intеrеsаntnu gеnеrаlnu fаbulu u kојој sе kао glаvni аktеri pојаvlјuјu vоdеćе ličnоsti mоdеrnе еvrоpskе istоriје. Disеrtаciја prikаzuје kаkо ćе, nеkаdа јеdinstvеni pоlitički prоstоri lеvicе i dеsnicе, u pоstmоdеrnоm vrеmеnu biti pоdеlјеni grаđаnskim i аntigrаđаnskim shvаtаnjеm pоlitikе, dоk ćе pоdеlа nа lеvicu i dеsnicu u njihоvim klаsičnim оblicimа biti јоš sаmо sеkundаrnа. Dоktоrskа disеrtаciја pоkаzuје dа nаs tо dоvоdi u јеdnu nоvu tеоriјsku i prаktičnu situаciјu, tе аutоr disеrtаciје u zаklјučnim nаpоmеnаmа rаdа zаklјučuје dа ćе zа stаbilnоst, dеlоtvоrnоst i lеgitimnоst pоlitičkih instituciја nа pоčеtku 21. vеkа biti pоtrеbnа јеdnа nоvа pоstidеоlоškа pоlitikа i pоstidеоlоškа pоlitičkа sоciоlоgiја. ; Doctoral dissertation follows the development of the concepts of the Political Left, the Political Right and the Political Center from the time of their creation to the present day. Through a general discussion of these concepts dissertation offers a series of mini - biographical portraits of important scholars and statesmen, who epitomized these concepts in European political and intellectual history. Author of dissertation, together with disciplined presentation of scientific facts, offers the interesting general story in which as the main actors appear leading figures of modern European history. The dissertation shows how, in the past a unique political space of the Left and the Right, in the postmodern period will be divided by civil and anti-civic understanding of politics, while the division between the Left and the Right in their classical forms remains only secondary. Doctoral dissertation finally demonstrates that previous happenings brings us into a new theoretical and practical situation, and the author of the thesis in the concluding remarks of work concludes that for stability, effectiveness and legitimacy of political institutions at the beginning of the 21st century we need a new post-ideological politics and post-ideological political sociology.

The Political Mechanics and its Dialectic – Toward a New Theory of Politics
This paper presents a outline for a new theory of politics, in terms of the offer of a new theoretical apparatus ie. new methodological pattern for a comparative analysis of political ideas and concepts. The paper presents the concept of the so-called Political Mechanics and explains its historical Dialectic due to which the different political ideas/ideologies can be classified by the place they occupied in the historical process. This allows new understanding of the political ideas/ideologies in a new way, no longer as an abstract ideas without any historical foundation but as a specific products of historical process, ie. only within a particular historical context in which they occurred. This context is determined by the Political Mechanics and its Dialectic, whose functioning is described in this paper.

REGULATION OF THE USE OF FACIAL RECOGNITION TECHNOLOGY –LIMITATIONS AND CHALLENGES FROM A HUMAN RIGHTS PERSPECTIVE

Abstract. The aim of this article to identify and highlight limitations and challenges of the legal regulation of the use of facial recognition technology for surveillance purposes. The UN and the EU are seeking to develop robust human rights safeguards to regulate such practices, whereas civil society calls for a complete ban on it use for mass surveillance. The type of this technology makes it difficult to impose legal and democratic control over its lawful use and to prevent abuse. We conclude that the regulation of this area, no matter how restrictive, amounts to tacit approval of the mass use of this type of technology that opens the door to various ways of abusing human rights and freedoms, and whose justification from the perspective of the public interest is questionable.

THE PROSPECTS OF FOOD SOVEREIGNTY IN THE FORMER YUGOSLAV REPUBLICS

Abstract. The neoliberal approach taken to the transition from socialism to capitalism in the six former Yugoslav republics has revealed its weaknesses in all spheres of economic activities, including food production. These countries have lost sovereignty with respect to regulating important national policy areas like food trade and production. Liberalisation of the food trade has adversely affected national economies by destroying many small-scale farmers and food producers. Corporate supermarkets have been taking over an ever bigger slice of the retail pie. Social movements are calling for direct democratic control over resources and food production to be regained. The article examines the prospects of these countries to overcome the increasing food insecurity by introducing food sovereignty. MEDIA CRISIS AS A MEASURE OF RESPONSIBILITY OF MEDIA EMPLOYEES

Numerous challenges and problems the media have faced in recent years, followed by the disappearance of many, resulted in a diagnosis of their global crisis. This situation has forced many media practitioners and theorists to think more about the situation and actively work on its interpretation to find a strategy for survival. Many of them, however, do not bring success, but only increase the problem because they represent a shift from the original role of journalism and the quality of the journalism. Therefore, the reversal of this logic is imposed as a response to the accumulated problems, and attempt to end the crisis. It also stresses the importance of the responsibility of media employees, especially those who run and organize media work - management, and the media content as its consequences. The focus of this article, therefore, is to try to illuminate this often unjustly neglected context, pointing to its importance, and hence the possibility of formulating of a media model that would allow a long-term stability for the media today.
On Laws and Their Spirit: Do Orthodox Concepts of Symphonia and Oikonomia Have an Impact on the Contemporary Legal Situation in Serbia?

Abstract
The Orthodox Christianity had in some respects divergent development from that of the West, which also resulted in several conceptions that might have had an impact on the contemporary legal situations in the predominantly Orthodox countries. In this contribution we aim at examining the impact of two major points of divergence. One is the cooperative Church–state separation, that is sometimes dubbed as the symphonia of the two. Another set of concepts that arguably marked Orthodox church's understanding of the rule of law, at least in its internal procedures, is the principle of leniency (oikonomia). It allows for an interpretation of the laws in the interest of the person to which those are to be applied. We want to investigate which pieces of legislation might have been affected by these considerations and whether contemporary challenges of the legal system in Serbia can be traced to some of the Orthodox doctrines. We conclude that while the contemporary Church–state relationship, as envisioned in the corresponding law of the country, demonstrates many traits that can be traced to the symphonia tradition, there is hardly any evidence that would support the claim that the decision-making processes in Serbian courts were marked by conscious application of the principle of oikonomia.

Autori ovog rada nude pregled i analizu uspona i pada međunarodnog liberalnog poretka koji je nastao nakon okončanja Hladnog rata i uspona moći Sjedinjenih Američkih Država. Spoljnopolitička agenda jedine posthladnoratovske supersile vođena je idejom stvaranja globalnog poretka utemeljenog na ideologiji (globalnog) liberalizma koja u sebi inkorporira teorije liberalnog mira, demokratskog mira i neoliberalnog institucionalizma. Uspostavljanje tzv. globalnog liberalnog poretka dosada je bilo praćeno brojnim političkim, socijalnim, ekonomskim i bezbednosnim krizama, a trenutnu eru međunarodnih odnosa odlikuju uspon relativne moći "neliberalnih" globalnih aktera, pre svega Kine i Rusije, kao glavnih izazivača svetske dominacije Sjedinjenih Američkih Država, te geopolitički revizionizam i ideološka konfrontacija liberalnih i antiliberalnih snaga širom sveta. Autori ovog rada koriste specifičan analitički metod tzv. dijalektike političke mehanike, koji se oslanja na učenja Friedricha Hegela o dijalektici istorije i Carla Schmitta o fenomenu političkog, kako bi objasnili trenutnu dinamiku međunarodnih odnosa, pokazujući da političko polje "permanentno pulsira" što, u svemu što je društveno i političko, nužno kreira akciju i reakciju, čijom dinamikom se mogu tumačiti i globalna zbivanja kojima upravo prisustvujemo.
The Twilight of the Liberal International Order, The Dialectic of Political Mechanics and the New Westphalian System for the 21st Century
The authors of this paper offer an overview and analysis of the rise and fall of the liberal international order that emerged after the end of the Cold War and along with the rising power of the United States. The foreign policy agenda of the post-Cold War sole superpower was guided by the idea of creating a global order based on the ideology of liberalism, which incorporates theories of liberal peace, democratic peace and neoliberal institutionalism. The establishment of a liberal order has been accompanied by numerous political, social, economic and security crises. The current era is characterized by the rise of the relative power of global actors, primarily China and Russia, as the main challengers to the world domination of the United States, geopolitical revisionism and ideological struggle around the world. The authors of this paper use the dialectic of political mechanics as a method that relies on the teachings of Friedrich Hegel on the dialectic of history and Carl Schmitt on the phenomenon of the political. The authors advocate the view that the political field "permanently pulsates", which, in everything that is social and political, necessarily creates action and reaction.
